Jack is an Army veteran of 30 years who has served in many foreign posts including 8 years in SE Asia.
In his position at Hunter AAF and Fort Stewart, he observed that few Savannah contractors get the work and then only as subs to national companies, given an advantage for minority status, etc. Some is also due to the complexity of the contracting process.
There is significant business to be had and, especially in the “Sustainment Contracts”, it is preferable to have a local firm than one from far away. Currently the Bid / Subcontract system only put this work with 50% people.
Therefore, they have created The Small Business Program and Contacting for Dummies, a book coming out Jan 2013, to provide a primer on the process.
Jack’s job brief covers Hunter (6,000 people) and Fort Stewart (26,000 people).
This was a very good talk. Very informative.
